How to Obtain an Amateur Sailor's Certificate (ADB)? Requirements and Necessary Documents

What is the Amateur Sailor Certificate (ADB) and on which boats is it valid?
The Amateur Sailor Certificate (ADB) is a qualification certificate issued to individuals who, without commercial intent, wish to use boats for recreational and leisure purposes;
Boats shorter than 24 meters,
With a maximum passenger capacity of 12,
Whether they are their own or rented.
What are the requirements for Amateur Sailor Certification? (Article 5)
Candidates wishing to obtain an Amateur Sailor Certificate must meet the following conditions:
Age Requirement: Must be at least 14 years of age (for candidates under 18, notarized consent from a parent or guardian is required).
Education Requirement: Have completed at least elementary school or primary education.
Criminal Record Requirement: Have no criminal record for crimes such as human trafficking and/or smuggling abroad.
Health Requirement: Provide a valid health report certifying that the applicant meets the health requirements specified in Article 24 of the relevant regulation.
Examination Requirement: Successfully complete the amateur sailor examination organized by the administration.
Who is Exempt from the ADB Examination?
The following individuals are eligible to obtain an Amateur Sailor Certificate without the ADB examination requirement:
Officers who graduated from the Naval War College of the Naval Forces Command.
Graduates of non-commissioned officer deck class schools.
Graduates of faculty and higher education institutions with degrees in maritime-related deck and engine departments.
Graduates of maritime vocational high schools with degrees in deck departments.
Documents Required for the Amateur Sailor Certificate (ADB)
When applying for an ADB, you must prepare the following documents in full:
Photograph: 2 recent passport-sized photographs.
Driver's License: A copy of your driver's license.
For Those Without a Driver's License: A health report from a public or private health institution stating “Suitable for Driver Candidate.”
Medical Report: No additional medical report is required for those with a driver's license (a copy of the driver's license is sufficient). However, those without a driver's license must obtain the medical report mentioned above.
Document Fee Receipt: A receipt confirming payment of the ADB document fee. For payment:
Go to the website www.ödemeler.udhb.gov.tr.
Select the “Certificate of Competence” option under the “Port Operations” menu.
Select the “Amateur Sailor Certificate” option, enter your name and surname, and confirm.
Pay the document fee at a HALK BANK branch or via internet banking using the “C CODE” you received.
Copy of Identity Card: A copy of the identity card with the Turkish ID number written on it (if the Turkish ID number is clearly stated on the driver's license, a copy of the identity card may not be required; please confirm the current status with the application center).
Consent Form (for those under 18): A notarized consent form from a parent or guardian for applicants under the age of 18.
Application Process
Applications for the Amateur Sailor Certificate must be made in person. Applications can be submitted through the relevant port authorities or authorized institutions.
